【摘要】 《马拉喀什条约》是迄今为止国际版权领域唯一的一部人权条约,其通过加强缔约方的版权限制与例外制度建设、推动无障碍格式版的跨境交换以及构筑无障碍格式版制作、提供、交换的中介机制来保障视障者的权益。《马拉喀什条约》的缔结有利于明确图书馆为视障者服务的主体地位,使图书馆的合理使用权利更加明晰,并且扩大了图书馆所服务的视障者范围,为图书馆提供了较完备的操作规则。对《马拉喀什条约》的实施,图书馆应采取相关的应对措施。更多还原

【Abstract】 Marrakesh Treaty is by far the only one in the field of international copyright treaties,which aims to safeguard the interests of visually impaired people by strengthening copyright limitation and exception institutional construction of parties,promoting cross- border exchange of accessible format copy,and building intermediary mechanism for the making,offering and exchanging of accessible format copy. The signing of Marrakesh Treaty is helpful to ascertain the dominant position of library services for visually impaired persons,make the rational use of the library clearer,expand the scope of library services and provide the library with relatively complete operating rules. The library should take relevant countermeasures on the implementation of Marrakesh Treaty.更多还原
