【摘要】 苏州市作为长三角区域的一个重要城市,如何正确把握区域经济发展中的位势,在产业结构转型升级中再上新台阶面临新挑战.通过分析长三角区域经济发展一体化进程中相关城市产业结构趋势,提出走新型工业化道路,全面提升城市核心竞争力,需要加速培养一大批高技能人才,以满足产业优化升级对人力资源的需求.从经济快速发展中高技能人才隐性人力资本再认识出发,结合苏州市高技能人才培养历程,剖析高技能人才匮乏原因,并从宏观、微观层面初步探索高技能人才开发的公共政策设计.更多还原

【Abstract】 As an important city in the Yangtze River Delta,Suzhou is facing new challenges in how to correctly grasp the potentials of regional economic development and how to jump on a new level in the industrial structure transformation and upgrading.In this paper,through the analysis of the related city industrial structure trend in the process of integration in the Yangtze River Delta regional economic development,we propose taking a new industrialization road and promoting the city core competitiveness.These need to accelerate the training of a large number of high skilled talents for catering to the needs of upgrading human resources incurred by industrial optimization.We begin with the re-cognition of the implicit human capital for high skilled talents in the rapid economic development,combining the course of cultivating high skilled talents in Suzhou,then analyze the causes of the shortage of high skilled talents.We make preliminary exploration about public policy design of high skilled talents development from the macro- and micro-levels.更多还原
