【摘要】 县域可持续发展规划是解决区域发展问题的重要切入点,有利于促进区域内及区域之间的协调发展。通过分析"减负发展型"县域的特征及问题,提出了县域规划需要从县域实际发展情况出发,按照研究—规划—深化的思路进行。明确了"减负发展型"县域的规划思路与调控措施,提出不同模式的县域具有不同的发展思路,只有抓住县域经济发展的实质性问题,才能为县域发展理出一个科学合理,有用可行的战略思路。更多还原

【Abstract】 County sustainable development planning is the key point to resolve the issues of regional development, which is benefit to promote intra-and inter-regional coordinate development. According to the analysis of features and problems of "decrease negative development" county, the county planning should be put forward from actual development situation and research-planning-deepening thought. Giving the planning ideas and measures of "decrease negative development" county, the paper suggest that different pattern of county has different development idea.
