【Abstract】 With analysis of water resources conditions in Shaanxi Province, it is found that two problems are existed. One is imbalance between water demand and supply. The other is low efficiency of water right system.The feasibility and necessity of building market for water right trading by means of market tools are discussed on the basis of theoretical debate of water entitlement and water right trading. The basic principle of building market for water right trading is proposed with the aim of optimizing water right system in Shaanxi Province.更多还原
