【Abstract】 The author analyzes the meaning of Jimi( 羁縻) which was a key word in the policies for borderland administration for past dynasties and argues that the main idea of Jimi is control rather than invitation.There are different degrees of control embodied in Jimi in the historical records of past dynasties,that is to say,Jimi covers broad and flexible meaning. The conception of Xia( 夏) and Yi( 夷) which emerged during the process of construction of multinational state and the reality are the foundation of the formation and practice of policy of Jimi. Being a supplement of administration,Jimi would be replaced by direct rule with the completion of construction of multinational state.更多还原
