Copyright Limitations and Exceptions for People with Printed Matter Reading Disabilities
【Abstract】 The balance should be kept between the effective protection of copyright and the realization of public interests, especially between the effective protection and education, research and information acquisition. It’s important to note that this balance must facilitate effective and timely access to works and benefit people with visual impairment and printed matter reading disabilities. This article summarizes international rules concerning the copyright exceptions for visually impaired people, compares legislation in relevant countries and analyzes the deficiencies in Article 12 of current Chinese copyright law. In sum, the author suggests the scope of fair use for visually impaired people be broadened and balance be kept between the interests of copyright owners and those of visually impaired people.
