【摘要】 加拿大在20世纪70年代初建成高福利国家,然而高福利导致加拿大政府在医疗、社会服务等方面的支出急剧增长,带来了沉重的负担。面对全球化的竞争压力和消除财政赤字的社会呼声,20世纪90年代中期以来,在"社会投资"理论指导和影响下,加拿大从削减福利开支、投资于人民、投资儿童、多元参与四个方面进行了社会政策改革,从而在一定程度上促进了社会经济的发展。虽然加拿大的社会政策改革仍在进行当中,在某些方面并没有达到预期的效果。但是,以社会投资为导向的加拿大社会政策的改革,对当代中国社会政策的改革和完善,仍然具有重要的启示和借鉴价值。在当代中国,社会投资也应成为社会政策改革的重要价值取向,我国的社会政策改革应坚持以人为本,强化政府的主导责任,积极鼓励社会参与,扩大社会政策的覆盖面,提高社会政策的适应性和实效性。更多还原

【Abstract】 In the early 1970 s,the high welfare state has been established in Canada.However,the high welfare led to sharp increasing spending in terms of health care,social services,and so on,and brought a heavy burden.In the face of the competitive pressure of globalization and the social voices of eliminating financial deficit,since mid-1990 s,Canada has been reforming its social policies in cutting down welfare spending,investing in people,investing in children,and pluralistic participation under the theoretical guidance and influence of"social investment",which,to some extent,has promoted the social and economic development.Although the social policy reform in Canada is in progress and even in some aspects it does not achieved the desired results,the social investment oriented reform of Canadian social policy still has an important enlightenment and reference value to the reform and improvement of the Chinese contemporary social policy.The reform of Chinese contemporary social policy should take the promoting of"social investment"as an important value orientation,adhere to the people-oriented policy,strengthen the government’s leading responsibility,encourage social participations,expand the coverage of social policy,and improve the adaptability and effectiveness of social policy.更多还原
