【摘要】 目的建立简便科学的县级综合医院能力指标体系,为科学评价县级医院综合能力提供工具。方法利用问卷调查和会议访谈相结合的方法收集资料,采用特尔斐专家咨询法建立指标体系,再利用描述性分析和综合评价法对11家医院在等级评审前后的服务能力变化进行对比评价。结果指标构建从反应资源与服务量、医疗服务质量、人才培养和培训、科研四方面入手,筛选了21项核心指标。利用此评价体系对11家县级医院等级医院评审前后开展了评价,结果显示等级医院评审对医院的医疗质量改进有明显的促进作用。结论该指标体系体现了新医改方案赋予县级医院的职责,突出了县级医院医疗质量指标,有较强的针对性和导向性,对县级综合医院的综合能力评价具有一定的应用价值。更多还原

【Abstract】 Objective In order to establish a simple and scientific index system at the county level general hospital,and to provide tools for scientific evaluation of medical service capacity.Methods Using a method combining questionnaires and interviews to collect data,Delphi expert consultation method is adopted to establish the index system,and then using descriptive analysis and comprehensive evaluation method to compare and evaluate changes in medical service capacity of 11 hospitals between before and after Hospital Grading Accreditation. Results We built the index system starting from four areas,which are resources and services,medical service quality,personnel training,and training and scientific research,and we screened 21 core indicators.Using this evaluation system to assess changes in medical service capacity of 11 country-level hospitals between before and after Hospital Grading Accreditation,the results show that the Hospital Grading Accreditation has obvious promoting role in the hospital medical treatment quality improvement.Conclusion The index system reflects the responsibilities that have been given by the new healthcare reform of county-level hospitals,highlights county hospital-level medical quality indicators,provides strong pertinence and guidance,and has applicable value in evaluating medical service capacity of country-level general hospitals.更多还原
