【摘要】 为推动区域高校间合作办学的良性发展,本文建议从培育高校治理、推行法制化运作、实施多主体问责、建立中立调节机构、培育多元投资体制等方面推进合作办学外部保障机制的建设;从内部领导体制完善、沟通渠道建立、利益共享和风险共担机制构建等方面推进合作办学内部运行机制的完善;建立一个"政府宏观调控、市场灵活调节、专业机构认证评估、行业自律与维权、社会舆论监督、内部自组织运行"的、内外部协同统一、多维立体的合作办学监管机制,以保证合作办学稳步健康发展。更多还原

【Abstract】 To promote the benign development of regional inter-university cooperation,it is recommended that multidimensional regulatory mechanisms should be established involving both internal and external parties like the government,the market,the specialized institutions,the educational communities,the public,and the internal organizations.For the construction of the external security mechanism,the authors proposed the following approaches:enhancing universities’ self-governance capacities,implementing the legalization process,strengthening multi-agent accountability, establishing neutral regulatory agencies,and fostering diversified investment regimes.To build the internal operating mechanism,the authors proposed such measures as perfecting the internal leadership system,exploring communication channels,and constructing benefit-sharing and risk-sharing mechanisms.更多还原
