【摘要】 结合当前建设工程招标过程中存在的诸多隐性风险的现状,分析了隐性风险的形成过程及显性障碍,阐述了建设工程招标准备阶段及招标开标阶段的隐性风险表现,论证了隐性风险的显性后果。最后从提高图纸设计质量、确定合理的招标控制价、防范"围陪串挂"等行为、做好隐性风险减轻相关工作等四个方面提出了隐性风险的规避策略,为建设单位强化工程风险管理提供了理论依据和现实指导。更多还原

【Abstract】 Combining with the current situation of bidding process for construction projects with many recessive risks,the paper formation and dominant obstacles of recessive risks,elaborated the hidden risk performance in preparation and bid opening for construction projects,demonstrated the explicit consequences of recessive risks,and finally proposed the avoidance strategies against recessive risks,through improving design drawings quality,determining a reasonable bidding control price,preventing against behavior of surround-bidding,accompanying-bidding,forging-bidding and affiliated bidding,and thorough recessive risk analysis. This strategy would provide theoretical basis and practical guidance for development organizations to strengthen the project risk management.更多还原
