【摘要】 本文研究了专利质量的内涵和构成,从发明创造质量、文件撰写质量、审查质量和经济质量四个方面构建了专利质量测度指标体系,并实证测度了中国31个省市区和中外7个国家的发明专利的质量,最后提出了提升我国专利质量的政策建议。2011到2012年,我国发明专利质量呈提升趋势,撰写质量、经济质量均有提高,而创造质量有所降低。东部地区各类专利质量总体最好,中部次之,西部最低。在8个主要国家中,中国专利质量最低,只有专利审查质量相对较高。更多还原

【Abstract】 The paper studies the connotation of patent quality and its composition,and builds up a system to measure the patent quality from four dimensions: invention quality,document quality,quality under examination,and commercial quality. From2011 to 2012,the patent quality of China has slightly improved. Both document quality and commercial quality has improved,while invention quality witnesses a decline. The patent quality in Eastern region of China is the best,while the patent quality in mid- western regions is relatively lower. Among the 7 selected countries,the patent quality of China shows the worst performance,especially the document quality and the commercial quality. In the end,the paper puts forward some policy recommendations to improve the patent quality of China.更多还原
