【Abstract】 The core issue,which needs to be solved for Gansu province to implement the regional strategy of innovation-driven development,is to speed up the construction of the scientific and technological innovation capabilities that the strategic emerging industries of region should have. Gansu’s strengths,including the strength of science,technology,culture,industry and finance,are highly concentrated in Lanzhou-Baiyin metropolis circle; and it has the base of innovative development,the strategic conditions and the strategic status by which Gansu province will promote the development of strategic emerging industries. It is possible to construct the scientific and technological innovation capabilities of Gansu industry by opening up the new realistic paths: building a Lanzhou-Baiyin pilot zone for overall reform of technological innovation; innovatively constructing a new policy system of innovation that is made up of two policy levels of integration development: guidance and excitation,to catch up with the leader in technological innovation; solving many of the development problems that restrict the construction of the innovation capabilities of industries for scientific and technological;converting the base of characteristic industries and the potential momentum of science and technology,which are both accumulated by the regional economic system of Gansu over a long period of time,into the kinetic energy of innovation to promote development; making the country’s western highlands of technological innovation that will promote the development of strategic emerging industries.更多还原
