【Abstract】 This paper analyses growing regulation and environment of China’s scientific and technological innovation,then designs human resources information element architecture of scientific and technological innovation,builds the evaluation model of technologic innovation talents indicators and research capacity,and introduces the related applications based on the architecture. The paper provides scientific basis for research on technological innovation team building research,analysis on the information high-tech talents,and the construction of scientific and technological personnel information database,so as to realize scientific and technological personnel management of information technology and perfect talent evaluation mechanism.更多还原
