【摘要】 在评价现有的R&D阶段效率测算方法的基础上,进一步通过资料分析和实际调研,改进两阶段投入产出指标体系,据此构建出一种新型的网络DEA模型。结合统计数据对我国28个省级区域的R&D活动进行测算,得到不同区域的R&D活动的整体效率、技术研发阶段效率、技术消化吸收阶段效率以及通过比较获得的区域效率协调度。针对不同区域的效率进行归类和比较,结合实际为优化我国区域创新、增强区域内外协调活动提出政策建议。更多还原

【Abstract】 On the basis of the evaluation for existing R&D staged efficiency calculation measure and the further research on the data combining with fieldwork,the paper builds a new network DEA model by the way of improving the two-phased input and output index. By integrating DEA with 28 provincial regional R&D activities statistics,the overall R&D activity efficiency for different regions,technical R&D phrasal,technological application phrasal and regional efficiencies on coordination degree through the comparison between the two phrasal efficiencies can be obtained. In grouping and contrasting efficiency for various regions and in connection with practical investigation,it proposes a policy in optimizing the regional innovation and harmonizing the inner and outer concordant activities.更多还原
