【摘要】 中国大城市地区已存在通过发展小城镇来缓解"城市病"和"农村病"的需求。应按城乡一体化方向,推动小城镇发展实现从聚集农村要素向聚集城市要素、从重点建设向普遍建设、从行政中心建设向区域建设的多方面转型,以达到公共服务均等、区域发展均衡、城乡差距缩小的目标。实现转型的路径,是确立在集体土地上进行自主城镇化的制度安排。更多还原

【Abstract】 There has been the demand of remitting the urban and rural diseases by promoting small towns’development in a metropolis.According to the direction of urban-rural integration,the small towns’development should be promoted through the transformation from rural resource agglomeration to urban resource agglomeration,from intensive construction to extensive construction and from administrative center estabishment to economic center establishment.Therefore,the goals can be achieved,such as equalization of public service,equilibrium of regional development and reduction of the urban-rural gap.The path to the transformation is created based on the institutional arrangement of proactive urbanization on collectively-owned land.更多还原
