制度塑造政策的经验分析——以进城务工人员随迁子女义务教育政策为例
The Empirical Study of How do Institution Shape Policies:A Case Study on the Compulsory Education Policy of the Children of Migrant Workers
【摘要】 制度如何塑造政策是公共政策研究领域的基础性问题。以进城务工人员随迁子女教育政策为例,运用历史制度主义的分析框架,概括了影响进城务工人员随迁子女义务教育政策的中观制度,探讨了制度塑造该政策的路径。结果表明:路径依赖的制度及关键节点造就了进城务工人员随迁子女义务教育政策间断—平衡的演变过程;制度通过建构决策者的思维模式、赋予政策目标群体的不同权利和界定行为主体的利益范围塑造了政策模式。
【Abstract】 How do institution shape policies is the fundamental issue related to public policy. With the help of Historical Institution,the paper takes the compulsory education policy of the children of migrant workers for an example,summarizes Meso- Level institution influencing it and explores the approach of institution shape it. The results show the phenomenon of path dependence and critical junctures created the punctuated equilibrium of the compulsory education policy of the children of migrant workers. The institution constructed the decision- maker’s thinking model,bestowed different rights and defined quantum of interest of target group,based on them,institution shaped the policy model.
