【摘要】 当前,黑龙江省发展低碳旅游存在的制约因素主要是缺乏整体规划,相关法律法规和制度不够完善;低碳旅游资源优势没有得到充分发挥;低碳旅游景区建设、低碳旅游设施完善有待加强;公众低碳旅游意识薄弱等。促进黑龙江省低碳旅游发展,应制定低碳旅游发展的法律法规和制度体系;科学规划、合理有序地开发低碳旅游资源;加强低碳旅游景区建设;完善低碳旅游服务;加强低碳旅游宣传,倡导低碳旅游方式。更多还原

【Abstract】 Low-carbon tourism in Heilongjiang is challenged by lack of overall planning, imperfect relevant laws and regulations, idle resource advantages, poor facilities and weak public awareness. In order to develop low-carbon tourism, the government should formulate laws and regulations, plan and develop resources in a scientific manner.
