【摘要】 依据国际环境法的"共同但有区别的责任"原则,发达国家应当承担应对气候变化的率先的和主要的国际气候环境保护责任。但是,在实践中,由于综合国力等因素的影响,发达国家迟迟不与发展中国家就气候环境保护的核心条款达成协议,甚至推行单边主义和争夺国际环境公共权力,导致发达国家国际气候环境保护责任未能有效实现。制度上的完善设计和广大发展中国家的团结协作,是实现发达国家国际气候环境保护责任的必然选择。更多还原

【Abstract】 Based on the principle of"common but differentiated responsibilities"of international environmental law,the developed countries shall bear the first and main international environment protection responsibility to address climate change. However,in practice,because of the factors as the comprehensive national strength,the developed countries are reluctant to conclude a key climate environment protection agreement with the developing countries,but ready to implement unilateralism and compete for international environmental public power. As a result,the international climate environment protection responsibilities of the developed countries can not be carried out effectively. our specific responsive measures,such as,the perfect design of institutions and the unity and cooperation of the majority of the developing countries,are the inevitable choices to carry out the international climate environment protection responsibilities of the developed countries.更多还原
