【摘要】 随着我国小城镇污水处理设施建设的逐步推进,资金短缺问题日渐凸显,巨大的资金需求成为制约小城镇污水治理的瓶颈。相对于大中型城市而言,小城镇经济基础较为薄弱,管理技术较为缺乏,因此,要加强小城镇污水治理建设,应该积极拓宽融资渠道,提高资金筹集效率,破解资金难题。通过对我国小城镇污水治理筹资现状及存在问题的调查研究,并借鉴发达国家污水治理资金筹集的成功经验,提出了适于我国小城镇污水治理资金筹集的五种建议模式。更多还原

【Abstract】 With the gradual development of construction of sewage treatment facilities in small towns in China,the shortage of funds is emerging gradually,and the huge fund demand has become a bottleneck for sewage treatment in small towns. Compared with large and middle-sized cities,small towns are weak in economic foundation and lacking in management techniques. To enhance the construction of sewage treatment facilities in small towns and solve the financing problem,the financing channels should be broadened actively,and the efficiency of fund collection should be improved. Through investigation and analysis of present investment situation and problems of sewage treatment in small towns in China, and learning the successful experience in collecting funds for sewage treatment in developed countries, five suitable modes of collecting funds for sewage treatment in small towns in China were proposed.更多还原
