【摘要】 针对2007~2013年沈阳所编制完成的434项规划,从项目数量、类型和成果质量等方面进行深入研究,剖析规划编制体系和项目质量两个方面存在的问题,提出新时期应构建具有沈阳特色的规划编制体系框架,创新性地提出了"三段、一主、两辅"的体系框架,厘清规划编制工作的层次,变单一项目管理为编制工作系统管理;规范编制内容深度,实现规划编制与实施管理的紧密衔接;加强规划体系实施动态评估,有针对性地开展年度编制计划,为规划管理工作提供更好的服务和支撑。更多还原

【Abstract】 The paper analyzes the quantity,form,quality of Shenyang urban planning formulation in 2007-2013,proposes two question of formulation and quality,suggests that the urban plan system should own the feature of Shenyang.Base this,the paper propose the "three stage,one main and two subsidiary" system,clean the planning level,become the one control to system control;standardizing the planning context,link the planning formulation and management;strengthen the dynamic evaluation to the planning system,carry out the year’s plan,severs the planning and management.更多还原
