【Abstract】 This article discusses the phenomenon of institutional uncertainty.The authors find that uncertainties in governmental rules are likely to turn public information into private information which will render unfair advantages to the party that possesses the information.This party is often the governmental agencies themselves.This advantage will distort the balance of power between the state and the society,and giving unique advantages for agencies to seek rent and engage in corruption.To ensure social justice,certainty in institutional rules should be protected.Transparency and public scrutiny should be used as measures to ensure the integrity of state behavior and institutional rules defined by it.更多还原
