【Abstract】 This article expounds the concept of work-integrated learning under the theory of open innovation from closed to open in an all-round way, which is advanced form of work-integrated learning. Its specific performance is the connection and cooperation between vocational college and stakeholders,such as college,enterprise,scientific research institution and government. They share common values, carry out the top-level design, innovate cooperation system and running mode; It makes full use of stakeholders’ resources, strengthen cooperation in terms of policy,technology,manpower,equipment,fund,area,training and scientific research and promote communication and cooperative innovation.
