【摘要】 对我国养殖环节自配饲料的使用现状、安全隐患及政府监管效率问题进行了分析。研究指出,自配饲料的安全隐患主要来自于内控管理不规范与禁用物质的违规滥用,而执法依据缺失、责任不明、控制弱化和监管力量不足是政府安全监管低效的主要成因。提升监管效率,需要尽快完善自配饲料质量安全监管的法律规范,积极推进健康养殖模式,强化流通环节安全监管,明确监管职责,强化执法力量,建立违规厂商与监管渎职人员的惩罚机制等。更多还原

【Abstract】 This article examines the issures about the status, hidden trouble and efficiency improvement in government’ supervision on animal feed made by livestock farming firms. It is explored that the ongoing problems are caused by irregularities in internal management and use of banned substances. The main reasons that lead to poor efficiency due to the lack of legal basis, unclear regulatory responsibility, weakening control and enforcement power. In order to improve the supervision efficiency for self-made animal feed, government should give attention to bettering the legal norm, promoting the healthy culture pattern, Strengthening the safety supervision in circulation, clarifing the regulatory duties, enhancing the supervisory power, building up the penalty mechanism for illegal behavior etc..更多还原
