【摘要】 我国警务辅助力量在协助公安机关预防犯罪、打击犯罪及维护社会治安方面发挥了重大作用,但也存在巨大风险。为走出困境,可借鉴世界警务改革与辅警建设的有益经验,遵循社会化、市场化的原则,顶层设计,整体规划,统筹考虑公安改革和公安队伍建设及警务辅助力量建设全局。具体路径:建立科学合理的警力编制增长模式;确定公安机关核心职能,使部分边缘职能社会化;建设具有相应规模的文职人员队伍;建立新型辅警队伍;将现有大部分警务辅助力量社会化、市场化,与前三支队伍共同构成结构合理、功能互补、成本节约、运转高效的多元警务活动主体。更多还原

【Abstract】 There has been an important function of auxiliary police who has been doing to prevent, control crimes and safeguard social public order by helping regular police organs in our country, of course, there exists great risk-taking in that. We can learn some rich experiences from the police practice reform and auxiliary police system in the present world to deal with this problem of auxiliary police organs in China,according to the principles of socialization and marketalization. The regular thinking of public security reform, personnel construction and auxiliary police system as a whole are the top design and overall construction. I think that the specific routes are followings: grow of the police staff with the scientific and reasonable model; focus on the major function of public security and make some frontier duties socialization;set up suitable nonmilitary personnel and new pattern of auxiliary police.
