从中小学校布局调整看教育的均衡发展

【摘要】 随着教育改革步伐的进一步推进,教育的均衡发展问题日益引起人们的关注和重视,中小学校的布局调整政策正是在这一历史背景下提出来的。在深入分析中小学校布局调整的背景、原因及因调整所产生的利弊影响的基础上,通过对教育的均衡——不均衡——均衡动态发展模式分析,阐明了中小学校布局调整与教育均衡发展之间的关系,明确了以人为本在教育均衡发展中的重要性,并且尝试提出了有助于促进教育均衡发展的若干建议。

【Abstract】 With the further promotion of the education reformation,people pay more attention to the problem of the balanced development of education. The policy of the elementary and middle schools’ layout adjustment is right put forward under this historical background. Based on the background and the reason of the elementary and middle schools’ layout adjustment and the positive and negative effects produced by it,this article further analyzes this problem. Through the analysis of educational dynamic development pattern- the balanced- unbalanced- balanced pattern,this article illustrates the relationship between the elementary and middle schools’ layout adjustment and the balanced development of education. This article also emphasizes the importance of the people- oriented principle in the balanced development of education,and makes an attempt to put forward some advices which is good for the balanced development of education.
