【摘要】 运用文献资料法、逻辑归纳法、专家访谈等方法,探寻贯彻落实《全民健身条例》完善制度保障体系的方法与措施。提出在完善全民健身管理制度方面:应完善落实体育指导员制度,加强管理,建立体育指导员有偿岗位制度;确立政府、社会、企业联建共享制度;促进教育系统体育场馆对社会开放制度;优化社会体育活动管理部门,落实责任制度;在完善公民权利保障制度时,应建立"政府购买制度";利用政策扶植,实现公平保障制度;加强监督,建立奖惩与追责制度;在法律保障方面应完善立法条款,明确各部门的法律责任等相应的解决对策完善全民健身保障制度建设。更多还原

【Abstract】 This article deeply concluded and analyzed the institutional security system adopted by Shaanxi Provincial Government aiming at comprehensively implementing the National Fitness regulations,using the research methods of literature,logic induction,expert interview.seek the methods and measures for perfecting the security system.Put forward in the aspect of improve the system of national fitness management:the government should perfect the system of implementation of sports instructors,strengthen management,set up the paid position of sports instructors;Establish the government,society,enterprise association sharing system;Promote the education system of sports venues opening to the public;Optimize the social sports management departments,implement the responsibility system;When improving the security system of civil rights,the government should establish the government purchase system;Using the policy supporting,come true the fairness security system;Strengthen supervision and set up the system of rewards,punishments and accountability;In the aspect of security law,the government should perfect the legislative provisions,define the legal liability of all departments and other corresponding countermeasures to perfect the national fitness security system construction.更多还原
