【摘要】 烟草流行是严重危害公众健康的公共卫生问题之一,制定和实施符合世界卫生组织《烟草控制框架公约》要求的全面无烟法规是有效控制烟草流行的重要措施。作者介绍了新修订的《深圳经济特区控制吸烟条例》主要特点,并从建立多部门协作机制、多层次执法监督机制、控烟执法能力建设和社会动员等各个方面,总结了深圳市为保障控烟法规有效执行所采取的措施和取得的成效,以期对其他城市或地区推动控烟立法和执法工作提供借鉴和参考。更多还原

【Abstract】 The epidemic of tobacco is a serious public health problem,the establishment and implementation of comprehensive smoke-free laws which meet the requirements of“World Health Organization Framework Convention on Tobacco Control”is an important measure to effectively control the tobacco epidemic.This article described the main characteristics of the newly revised “Regulations of Shenzhen Special Economic Zone on Tobacco Control”,and summarized the measures and effects to guarantee the effective implementation of the legislation from multi-sectoral coordination mechanisms,multi-level monitoring mechanism,capacity building of law enforcement and social mobilization and so on,so as to provide references for other cities or regions to promote tobacco control legislation and enforcement.更多还原
