【摘要】 基层残疾人组织是为残疾人提供服务和保障的最基本的平台。采用质性研究方法,以810户残疾家庭获得社区服务的经验为基础,对4个典型家庭进行深度个案分析,研究我国基层残疾人组织建设与服务提供的现状。研究发现,现有基层残疾人组织的服务功能严重不足。回应残疾人多元化的实际需求,要重新认识社区的功能,转变社区残协建设思路,建设具有服务承载力的基层残疾人组织,回归社会组织的志愿精神和发展规律,同时要将助残民间组织纳入基层残疾人组织范畴。更多还原

【Abstract】 This paper studied the building of grass-roots organizations of the disabled and service provision in China. We discussed how to get service with 4 disabled families. We find that the service is provided by multi including the parties,family,community,NGO and others; Service by the grass-roots organizations of disabled persons is insufficient. Research indicated that we should change the idea about the construction of community handicapped association and include the folk organization of disabled persons in the grass-roots organizations of disabled persons to enhance the service capabilities.更多还原
