【Abstract】 Newly-established colleges have to synchronize its orientation,connotation development and education quality enhancement w ith its reform on administrative management mechanism. To reform the organizational setting,new ly-established colleges should follow the basic requirements of the modern organization and management theory,cope w ith the environmental change in higher education. It also should consider its new special mission,the main task and the real need.
