【摘要】 中信滨海新城的综合开发运营是市场经济下政府与城市运营商基于特殊约定共同协作的PPP模式典型案例,其控规编制的本质特征是以经济导向的综合空间规划。论文回顾了此控规编制阶段的总体原则与过程,以及协调阶段剧烈的矛盾与冲突,总结了目前控规编制的主要内容、逻辑与依据,以及城市运营发展模式下控规角色与目标的变化;提出在城市运营的策略下,控规编制的理念和原则只有进行适应性的转变,包括规划的目标、内容与方法,才能实现规划作为弥补市场配置空间资源失效的有效工具。更多还原

【Abstract】 The comprehensive development and operation of the CITIC Coastal New City is a typical public-private partnership(PPP) case of the government working with urban operators based on a particular agreement under the marketoriented PPP model. The essential characteristic of this regulatory planning formulation is actually an economy-oriented comprehensive spatial planning. This paper summarizes the main content, logic and basis of the current regulatory planning formulation, as well as the change in roles and goals under the new mode of urban development; reviews the overall principles and procedures in the formulation phase of this planning, and the severe confl icts in the coordination phase. Finally, the paper proposes that under the urban operation strategy, only when the basic paradigm of planning formulation, including planning objectives, content and methods, undergo an adaptive reform, can planning be realized as an effective tool to compensate the market failure in the allocation of spatial resources.更多还原
