【Abstract】 The 2013 China’s guidance of promoting civil reading issued in 2013 imentions that the reading demands of the disabled should be satisfied. The visually impaired have special needs for reading. The social support system for reading for the visually impaired should be an integrated system which contains the supports and helps from government departments, libraries, the groups of the visually impaired, and the significant others of the visually impaired. There are different features and focuses in the different groups. The development of reading for the visually impaired needs the corporation and mutual enhancement from different sides.
