【Abstract】 No matter which country or nation from an agricultural society to an industrial society or from a traditional society to a modern society is facing the process of the natural history objectively, this changes the dual economic and social structure. But using the national strategy of "balancing urban and rural development" to respond to this natural history process, essentially, is based on the national consciousness, social consciousness and people consciousness to promote transformation of development mode.
