【摘要】 基本公共服务均等化是我们党关注民生、重视民生、保障民生、改善民生的重大战略举措。基于战略角度提出我国公共体育服务均等化,采用文献资料法、专家访谈法、规范分析法,在公共体育服务均等化概念开发的基础上,阐述其民本逻辑的原由、现实政策和时代意义,为我国公共体育服务均等化的实施奠定理论基础。研究认为:1)体育作为人的生存、发展和生活要素之一,是宪法赋予公民生命健康权的下位权利,具有一元特征,其本质在于人类的自我创造,目的在于人的自由全面和谐发展,人人应该均等的享有其基本服务和保障。2)我国《宪法》早就对体育权给了原则性的认可,且其大部分内容已贯彻于每一部相关法律法规当中。基于体育权利保障的公共体育服务均等化政策从最初作为区域协调互动机制的重要组成部分,到将其确定为完善我国体育财政体制的改革方向,经历了一个逐步深入的过程,最终定位于社会公平。为我国公共体育服务均等化的实施奠定理论基础,指导实践更好更快的发展。更多还原

【Abstract】 Basic public service equalization is a great strategic action of CPC to pay close attention,protect and improve people’s livelihood. Based on public sports service equalization notion,this paper explained the reason,realistic policy and time meaning of people’s livelihood logic and elaborated China public sports service equalization from strategic perspective by the methods of literature review,expert interview and standardize analysis. We hope this will lay the theoretic foundation for implementation of China public sports service equalization. Conclusions:1) As a part of human being’s survival,development and life,sport is a right given by the Constitution. It has unitary characteristic and its essence is human self-creation and for people’s freedom,overall and harmonious development,everyone should have its basic service and guarantee equally. 2) The PRC Constitution has given a principal approval to sports right and most of the contents have been carried out in every relevant laws and regulations. The public sports service equalization policy,which based on people’s sports right protection,had gone through a deepening process from an important part of regional coordination and interaction mechanism primarily,then a reform direction of China sports fiscal system,positioned social equity finally. We hope this study to lay a theoretic basis for China public sports service equalization and guide its practice.更多还原
