【摘要】 深化科研事业单位科技成果使用、处置和收益管理改革是当前落实创新驱动发展战略、调动科技人员积极性和全社会创新活力的重要途径.本文从安徽省科技成果转化的主要障碍出发,深入研究科技转化及政策落实的现状,分析导致科技成果转化难的主要原因,重点探讨深化省级事业单位科技成果使用、处置和收益管理改革的思路.针对现有科技成果转化中体制机制问题,提出从科技成果转化的生产关系方面入手,从发挥市场配置科技资源作用、健全科技成果市场化定价、明确科技成果发明人奖励力度等方面提出政策建议.更多还原

【Abstract】 Deepening the reform of usage,disposition and eanings management of scientific and technological achievements should be a significant method to implement creativity-driven development strategy,to stimulate technicians’ enthusiasm and innovative ability of the whole society.Starting from the main difficulties on conversion of scientific and technological achievements of Anhui province,the author intends to make a thorough study about current policy situation as well as what causes such barriers.More importantly,the author will deeply analyze the measures for the revolution.As for those drawbacks in our system,the passage attempts to offer some proposals in the light of productivity relationship,such as allocating science resources,completing price system and clearing promotion and motivation system for technicians in market law.更多还原
