【Abstract】 High-speed rail NIMBY syndrome is the result of high-speed rail externalities:negative externalities impose the public to think that they are unfairly treated,and then to express their interest demands;positive externalities spillover"free-rider"phenomenon,benefit group will not solve the bailout of negative externalities.The key point of solving the externality is to lower the transaction cost of equal consultation process between affected people and project owner.更多还原
