【摘要】 为保障粮食产业安全,缓解粮棉争地矛盾,分析了促进棉花生产向滨海盐碱地转移的重大意义和优势条件,探讨了其中存在的主要问题及相应的解决对策。提出加大资金投入,集中连片平整土地、构筑台田、沟渠相通排水淋盐等土地治理措施是棉花生产战略东移的前提;搭建平台、聚集人才、组建专项科技团队,解决不同类型盐碱地棉花生产关键技术问题是棉花战略东移的基础;形成适宜规模化种植、机械化管理的现代化植棉技术体系,是支撑棉花生产战略东移的关键;创新棉花产业化经营体制,组建棉花专业协会,市场化运作,稳定提高农民植棉收入预期,是环渤海盐碱地棉花生产持续发展的保障。更多还原

【Abstract】 The great significance and superiority condition of ensuring the grain industry security,solving the problem of the limited farmland reserve for grain and cotton and promoting cotton production transferred to coastal saline land were analyzed. Some problems and solutions in this field were discussed. Increasing capital input,leveling centralized land,constructing building stair-fields,digging drains and leaching salt were considered as the premise for the eastward strategic shift of cotton production. Establishing platform,attracting talents and constructing innovation teams were key technical problems to solve cotton production in different saline-alkali soils. The formation of a modern technical system characterized as large-scale cultivation,mechanization management was the key of the eastward strategic shift of cotton production. Innovating the management system,constructing professional association and raising the farm’s income steadily were the guarantee for the sustainable development of cotton production in the Bohai rim region.更多还原
