【摘要】 在借鉴欧盟经典现代农业转型期理论的基础上,对欧盟和我国现代农业发展过程进行了对比分析,从而判断我国现代农业的发展阶段,对我国农业政策的合理性和有效性进行评价,并提出了我国农业转型期的策略。对照我国现阶段的农业政策特点,认为我国仍处于现代农业的生产主义时期;以集约化为主要特点的生产主义形式农业生产带来严重的环境污染,对粮食安全构成威胁,我国现代农业的转型迫在眉睫;借鉴欧盟农业发展经验,认为我国要顺利完成向农业后生产主义时期的转型,要推进农业内涵式发展、制定农业环境政策,还要建立和完善农业环境保护立法体系。更多还原

【Abstract】 On the basis of typical theories of EU modern agricultural transformation period,this paper made a comparative analysis on modern agricultural development in EU and China. Then,it introduced development stages of modern agriculture in China,made evaluation of reasonableness and effectiveness of China’s agricultural policies,and put forward strategies for China’s agricultural transformation. In accordance with characteristics of existing agricultural policies of China,China still remains at the productivism stage,which is mainly characterized by intensive production. Such production brings serious environmental pollution and poses great threat to the grain security. Thus,it is urgent to transform China’ s modern agriculture. With reference to experience of EU agricultural development,it proposed formulating agro-environmental policies,establishing and improving legislation system for agro-environmental protection,to smoothly realize transformation to agricultural post- productivism.更多还原
