食品安全危机管理与政策优化
Food Safety Crisis Management and Policies Optimization
【摘要】 为应对食品安全系统的复杂性,食品安全危机管理系统集成专家系统、危害分析和关键控制点、自适应调控系统,从而具备多领域知识集成、自我修正偏差能力,并体现管理者的政策成本优化目标。在被控对象的结构分析基础上,引入管理者的成本优化目标,对食品安全政策进行数值模拟。结果表明,尽管离目标较远的控制政策设定具有较低的单位成本,但难以在短期内有效地影响目标变量,长期政策与短期政策配合使用能够起到优化政策总成本的作用。
【Abstract】 To deal with the complexity of food safety system,the management system should integrate the expert system,hazard analysis critical control point,and adaptive control system.This system can integrate knowledge of multiple areas,be self-adjustable,and optimize the cost of policy mix.We simulate the food safety policies.Although several longterm policies have lower unit cost,they take more time to affect target variable than the short-term policy,which leads to the result that the specified time and achievable minimum cost of policy mix may have areverse relation.
