【摘要】 对企业水污染加以防治,政府拥有多种可供选择的政策工具。能否以及如何从工具箱中选择最有效的治理工具,不仅成为环境监管者的重要关切,而且在很大程度上将决定水污染防治的绩效。本文通过交易成本经济学的研究视角,对水污染防治进行政策分析,探究此项政策领域中交易成本的构成、影响因素以及测量方法,从而促进水污染防治中政策设计和工具选择的优化。更多还原

【Abstract】 To prevent and control firm’s water pollution,the government has various alternative policy instruments.Whether or not and how to select the most effective instrument from toolkits,not only is an important concern for environmental regulators,but also to much degree determined effectiveness of water pollution prevention and control.This paper introduces transation costs theory to water pollution policy analysis,examines elements,impact factors and measurement methodologies of transaction costs in water pollution policy,so as to promote optimization of policy design and instrument choice.更多还原
