【摘要】 2004年,日本在市场效率逻辑下启动的国立大学法人化改革,使国立大学与政府的外部关系和内部治理结构产生了重大变化,带来了更多的自主权和管理效率,赢得国内外诸多好评。但在对其改革后的自主、自由、公正、公平等问题交叉综合考量后发现,市场逻辑在公共价值方面的缺陷以及政府相应制衡制度的缺失,使它的自主性与自律性、公共性发生冲突;国立大学间的公平发展、共同合作产生困难;办学目标更加功利化,学术自由受到隐形约束。这对同样身处新公共管理运动和市场化改革浪潮中的我国公共服务改革而言,更需带着批判的精神看待他国经验,结合国情进行反思。更多还原

【Abstract】 Under the logic of market’s efficiency,Japan started its national university corporation reform in 2004.The national university corporation(NUC) has made significant transition on the external relations with government and the internal governance structure.This transition brings about more autonomy and management efficiency with applauses.However,after comprehensively analyzing the autonomy,freedom,justice and equity of NUCs,we can find that,the defects of the market logic in public value and the lack of government’s counterbalancing system leave the reform with inherent problems,such as the conflicts between autonomy and self-discipline and publicness,the difficulties of equitable development and cooperation between NUCs,utilitarian orientation of NUC’s goals,and invisible constraint of academic freedom.Also deeply involved in the new public management movement and market reform,China’s public service reform needs to rethink foreign experience with critical spirit.更多还原
