【摘要】 中国特色进出境动植物检验检疫是立足基本国情,遵循国际规则,防止动物疫病和植物有害生物的传入传出、控制农产品质量安全风险,保护农林牧渔业生产安全、生态环境安全和人体健康的国家主权行为;必须坚持以科学发展观为指导、以法律法规为依据、以科学技术为支撑、以风险管理为基础,坚持进出并重、检检相融、把关与服务结合,逐步形成理论制度完善、法规标准健全、人才队伍优秀、技术设施先进、组织运行高效的,与中国特色社会主义发展进程相适应的进出境动植物检验检疫体系。中国特色进出境动植物检验检疫应当与时俱进,不断发展和完善,从而更好地促进中国经济社会科学、和谐发展。更多还原

【Abstract】 Based on Chinese basic state conditions, entry-exit animal and plant inspection and quarantine with Chinese characteristics is a kind of national sovereign conduct,and which is intended to prevent animal epidemic diseases and plant pests from spreading, and to safeguard agricultural products, ecological environment and human health. Entryexit animal and plant inspection and quarantine with Chinese characteristics should insist on the guidance of scientific outlook on development, by the support of science and technology,in line with the laws and regulations, and on the basis of risk management. Equal importance should be attached to both of import and export inspection and quarantine. The amalgamation between quarantine and inspection, and the combination of checking on and services must be insisted on, too. The objective of entry-exit animal and plant inspection and quarantine with Chinese characteristics is to set up an system which is compatible with the development process of socialism with Chinese characteristics. This system should possess properties of perfect theory and system, sound laws and standards, excellent talent team, advanced technologies and equipments, and perfect internal governance mechanisms.
