【摘要】 研究目的:阐述加拿大农地保护补偿机制,为当前中国正在探索的耕地保护补偿政策提供参考。研究方法:通过文献调研,分析加拿大农地保护补偿机制,从而得出对中国农地保护补偿机制的启示。研究结果:加拿大农地保护补偿机制统筹考虑农户、农业和农村,逐步建立了保障农民权益和适应国内外市场的补偿机制。研究结论:可借鉴加拿大农地保护补偿机制并结合中国的制度环境,转变补偿理念,健全补偿机制,提高补偿方式的多样化、专业化、动态化与梯度化,完善补偿法规,为完善可持续发展农地农村经济政策提供借鉴。更多还原

【Abstract】 The purpose of this study is to provide a reference for the policy of cultivated land protection compensation in china by analyzing the operation of farmland protection compensation mechanism in Canada.Based on analyzing the documentation,the paper explains the guidelines and mechanism of the compensation system in both countries.The results show that the mechanism of Canadian compensation system simultaneously takes into account farmers,agriculture,and rural sector together.It has gradually established a compensation mechanism meeting the requirements of protecting farmers’ interests and internal and external markets.The paper concludes that there are three advantages of the Canadian compensation mode that can be referred by Chinese land-policy makers in order to improve the farmers’ income and build a sustainable rural economy,i.e.,1) changing compensation guidelines,2) establishing diverse forms of compensation,and 3) changing current mechanism into a specific,dynamic and graded one.更多还原
