【摘要】 以西藏自治区国家级自然保护区管理评估结果为基础,采用对比分析和相关分析方法分析了西藏自治区国家级自然保护区管理现状和主要影响因素,提出了自然保护区提高有效管理水平相应的建议与对策。结果表明:(1)自然保护区平均得分为79.8分,整体处于"良"的状态,其中有1个处于"优"的状态,说明了自然保护区建设仍需不断提升;(2)从类型来看,内陆湿地型和森林生态型自然保护区管理水平比野生动物型和荒漠生态型自然保护区管理水平相对较好;从规模来看,自然保护区的管理水平总体上呈随规模的增大而有所降低;从始建时间来看,自然保护区的始建时间越长,其管理水平越高;从单项指标平均得分来看,资源本底调查与监测、机构设置与人员配置指标提升空间较大,不同自然保护区在资源本底调查与监测、违法违规项目情况和机构设置与人员配置方面的管理有效性差别较大;(3)资源本底调查与监测、机构设置与人员配置以及能力建设状况3个因素是影响自然保护区管理水平的3个重要因子。最后,从巩固管理成效和提升自身管理能力等方面提出了自然保护区提升管理水平的建议和对策。更多还原

【Abstract】 On the basis of the assessment results of the management of national natural reserves in Tibet Autonomous Region and by making comparative analysis and correlation analysis,it was analyzed that the current situation and the main influencing factors on the management of national natural reserves were studied,and the suggestions and strategies for improving the status of management were proposed.The results show that firstly,the natural reserves got the average score of 79.9 points,was working well on the whole and one of them was in the excellent status,which means that the construction of national natural reserves remains to be improved.Secondly,in terms of type,the natural reserves that mainly composed of inland wetlands and forest ecological systems were better managed than those that mainly composed of wild animals and deserts;in terms of size,generally,the management level declined as the size of natural reserves increased;in terms of the founding time,the earlier the natural reserve was constructed,the better it was managed;in terms of the average score of each individual index,there was a lot of space for improvement in indexes such as the research and supervision of resources background,organization structure and staffing;the natural reserves mainly differ in the management of research and supervision of resource background,illegal projects,organization structure and staffing.Thirdly,three factors,research and supervision of resource background,organization structure and staffing,and capacity building conditions are the main determinants of the management level in the natural reserves.Finally,the suggestions and strategies on consolidating the effectiveness of management and improving the managing capacity were proposed.更多还原
