【摘要】 地方本科院校占全国普通本科院校的八成以上,其办学质量如何,对提高高等教育质量、建设高等教育强国至关重要。当前,影响地方本科院校办学质量的主要问题有:教学和科研发展不均衡,导致教学弱化、学术异化;人才培养中心地位不到位,"以学生为中心"的理念和实践亟需加强;大学内部治理中,教授治学、民主管理的理念尚未有效落实;高校管理的专业化水平不高,需要进一步更新观念,提高执行力和创新力;高校"去行政化"的核心在于行政权力和学术权力各得其所,这需要制度建设和大学文化的有力支撑。只有切实解决以上问题,地方本科院校才能提高办学质量,实现科学发展。更多还原

【Abstract】 Because local universities account for more than 80% of national universities in present China,their education quality is a key factor for the improvement of higher education quality and the construction of the Country with Strong Higher Education. At present,there exist some main problems which affecting the education quality of local universities. First,uneven development of teaching and research leads to teaching weakening and academic alienation. Second,the center position of talent training cannot play a due role,and the student-centered idea and the corresponding practice need to be strengthen and carried out immediately. Third,in the internal governance of universities,the viewpoint of Professor Managed Academy and democratic management need the implementation. Fourth,professional management is necessary for universities,which causes to update their concept and develop their execution and innovation. Finally,as the core issue of getting rid of the excessive administrative power in universities is to make academic and administrative power in their proper place,it needs the support of system building and university culture. Only after solving these problems above effectively,local universities can improve education quality and achieve scientific development.更多还原
