【摘要】 区域资源承载力是判定区域发展可持续性的重要基础,尤其是判断区域人口是否超载的重要依据。该文以我国典型喀斯特地区毕节市为例,采用常规趋势法测算了地区基于水资源和土地资源的人口承载力,据此提出了资源承载力规制的理念,并讨论了以资源承载力为手段对毕节市经济社会发展进行有效规制的基本路径。水资源是毕节市人口扩张的主要限制因素。为保证区域可持续发展,须以承载力为依据和手段对经济社会发展进行规制,实行以水管人的制度、生态移民、健康城镇化和新型工业化是毕节市资源承载力规制的重要途径。更多还原

【Abstract】 Regional resources carrying capacity is an important basis for judging the sustainability of regional development, especially for estimating the overloading of population carrying capacity.Taking the Bijie city of Guizhou province,a typical karst area,as an example,population carrying capacity based on land resources and water resources are calculated in this paper with the method of conventional trend.And then a new concept is proposed, named resources carrying capacity regulation.And special emphasis is paid on the means and pathways to regulating regional economic and social development with the tool of resources carrying capacity in Bijie.The result indicated that regional resources capacity can be applied to judge the development condition of karst regions.And the city of Bijie definitely had the problem of severe population overloading.Water resources were the primary limiting factor for population expansion for Bijie.It was necessary to regulate economic and social development with the means of carrying capacity,so as to ensure the regional sustainable development.Limiting population scale according to natural resources,ecologic migration,healthy urbanization and new industrialization were the main methods of regional resources regulation in the city of Bijie.更多还原
