【摘要】 通过构建贝叶斯网络,对船舶所有人、保险公司、海事管理机构和打捞公司等利益相关者的相互关系进行分析。结合使用Hugin软件,分析当前我国加入《2007年内罗毕国际船舶残骸清除公约》的利弊以及投保率和费率对各方利弊的影响,得出当前最有利的措施是鼓励船舶投保残骸清除险结论。当投保率达到一定额度时,再考虑将公约的适用范围扩大至领海。更多还原

【Abstract】 By the construction of the Bayesian network,this paper makes an analysis to the correlation of stakeholders such as ship-owners,insurance company,MSA and salvage companies.It also sets forth an analysis to different situations when our country becomes a signatory State of "The Nairobi International Convention on the Removal of Wrecks,2007",and dissects the influence of insurance-coverage rates and insurance rate on these stakeholders,computing with Hugin software.Finally,gets a conclusion that the most favorable measure is taking all kinds of measures to encourage ship-owners to cover the wreckage removal insurance actively,and accede to the convention while the rate reaches a certain level.更多还原
