【Abstract】 Cumbersome,clunky and confined amongst one another,bureaucratic agencies in China are in urgent need of reform.The answer,says one policy analyst,could be the establishment of super ministries.Ma Qingyu,a public management professor at the Chinese Academy of Governance said that all aspects of China’s political system will continue to see incremental changes,including adjustments to the balance of power between regional and central government agencies.But major reforms to central government-level agencies will be key-with the emergence of "super ministries" to become a pivotal driver in institutional change.The government’s previous experiences in experimenting with consolidation plans can serve as a guide going forward,said Ma.更多还原
