【摘要】 目的:通过对2005-2011年省、地市、县区三级妇幼保健机构人力资源状况进行分析,探讨各级妇幼保健机构人力资源配置存在的问题,为今后各级妇幼保健机构的规范化建设提供依据。方法:通过《全国妇幼卫生机构管理信息网络报告系统》,实现各级妇幼保健机构资源与运营信息的网络报告,并通过直报系统实现数据的逐级审核上报。结果:2005-2011年,各级妇幼保健机构卫生技术人员占在职职工比例呈现上升趋势,但距离国家规定的配置标准仍有差距;各级妇幼保健机构卫生技术人员的人力配置状况有所改善,但仍存在学历层次较低、职称结构不合理等问题,整体素质亟待提高。结论:各级妇幼保健机构人力资源配置仍需完善,应通过多种渠道、多种方式加强人力资源的发展和培养。更多还原

【Abstract】 Objective: To explore the problems existing in health human resource allocation in maternal and child health care institutions at province,city,and county levels from 2005 to 2011,and provide a basis for standardization construction of maternal and child health care institutions at all levels in future. Methods: The data and operational information of maternal and child health care institutions at three levels were collected through the direct information network reporting system of national management information web- based reporting system of maternal and child health institutions. Results: From 2005 to 2011,the proportion of health workers in all staff of maternal and child health care institutions at all levels showed an increasing trend,but there was not enough compared with national allocation standard; the human resource allocation status was improved,but there were still many problems needing improvement,such as low educational levels of medical staff,unreasonable professional titer structure; the overall quality of medical staff needed to be improved. Conclusion: The health human resource allocation in maternal and child health care institutions at all levels still needs improvement,various channels and ways should be taken to strengthen development and culture of human resource.更多还原
