【摘要】 辽宁省新农合制度全面实施以来覆盖面逐年扩大,目前已基本实现全覆盖;新农合筹资水平和保障能力有了很大提升;医疗费用补偿受益水平提高,大病保障能力增强;参合农民对新农合已经有了普遍的知晓度和较强的认同感。但新农合制度在筹资、补偿、基金利用和参合农民就医流向等方面仍存在一定的问题。应进一步提升新农合筹资能力和水平、提高新农合补偿水平、有效控制医疗费用的不合理增长、改善新农合制度的公平性、加强基层医疗机构服务能力建设、提高参合农民对新农合的知晓度。更多还原

【Abstract】 The implementation of coverage of the New Rural Cooperative Medical System(NRCMS)has been expanding year by year since it was put into effect.It has basically achieved full coverage currently.NRCMS financing level and support capability has been greatly improved.The medical treatment charge compensation benefit level of In-NRCMS-farmers has been improved,the ability of handling the serious illness has been enhanced.In-NRCMS-farmers already have a general degree of awareness and a strong sense of identity to NRCMS.But it still has some problems in financing and compensation,fund utilization and intention of In-NRCMS-farmers to go to a doctor.It should be considered to promote NRCMS financing ability and level,improve the level of the compensation further,control the unreasonable growth of medical expenses effectively,improve the fairness of NRCMS,strengthen the ability of primary medical institutions service and improve In-NRCMS-farmers degree of awareness to NRCMS.更多还原
