【Abstract】 The essence of public health ethics is the moral responsibility to protect public health.To construct public health ethics,it should clarify the moral responsibilities of the practicing subjects in public health,which means the government should try to provide and distribute fairly public health resources,the public should pursue legal rights on the basis of public good,health practitioners should devote occupation.Thus,it will provide moral support to maintain and promote public health interests,reduce and prevent disease,abate and minimize risk and damage,also will provide the correct value guidance for the subjects of practicing public health.更多还原
